HSPA+ is also known as HSPA Evolution, Evolved HSPA, hence the plus sign. HSPA stands for High Speed Packet Access. it's actually an improved version of high-speed 3G wireless networks. This is the reason why it is also referred to as 3.5G/3.75G network though it is actually capable of delivering 4G speeds.
Technically, HSPA+ can be defined as a wireless broadband protocol defined in the 3GPP release of the WCDMA specification. The data rate provided by HSPA+ can reach peaks of 84 Mbit/s in the downlink and up to 22 Mbit/s in the uplink for every 5Hhz carrier. Of course, this represents theoretical peak sector speeds. Actual user speeds will be significantly slower.
